Applications for Events OR Temporary Street Closure

If you are having an event in the Borough which requires road closures or restricted use to Borough roadways, then you need to complete the application for temporary street closure.  This application needs to be submitted to the Borough Office as soon as possible, but no less than 90 days prior to your event. (Approval or denial of any application is done at Borough Council meetings which are the first Monday of every month with exception of holidays.)

If you are having an event which does not require a street closure, then you need to complete the Application for Events with Non Street Closure.  This application needs to be submitted to the Borough Office as soon as possible, but no less than 90 days prior to your event. (Approval or denial of any application is done at Borough Council meetings which are the first Monday of every month with exception of holidays.)

Prior to submitting the road closure request to the Borough, the applicant must coordinate with the Selinsgrove Police Department, Selinsgrove Fire Department, Selinsgrove Fire Police, and Selinsgrove Borough Public Works Department before the request will be granted by the Borough Council.  The application must be completed in its entirety prior to submitting to the Borough Office.

Additionally, the event requiring the road closure must be insured and list the Borough of Selinsgrove as an additional insured. The Certificate of Insurance must accompany your completed application.  Please be aware there may be additional costs to consider when having an event that closes the roadway such as traffic control, trash removal, signage, etc. These costs may be billed to the applicant if the Borough incurs expenses due to the event needing the closure unless other arrangements have been made in advance.

If your event in any way includes a PennDOT roadway, then you will need to also complete the required PennDOT Special Event Permit TE-300 .  It may be beneficial to set up a meeting with the Borough Manager to assist with this paperwork once you’ve received Borough approval. This permit approval from PennDOT can take up to 90 days so be sure to get  both closure applications into the Borough at least 90 days in advance. These types of events will need approval from PennDOT and the Borough so you will also need to follow the Borough road closure process as described above. PennDOT will also require proof that PennDOT is included as an additional insured as well.

Dear Public Water Supplier:

We are writing to inform you that DEP Acting Secretary Rich Negrin, on behalf of Governor Josh Shapiro, announced drought declarations on June 15, 2023. All 67 counties are in Drought Watch.

The declarations are in response to low stream flows, declining groundwater levels, and, persistent precipitation deficits.

We encourage you to use our website for Drought Information. We post drought updates on this website regularly to keep you informed of emerging conditions. The website also either provides links to information that is useful for monitoring conditions in your area or educating your customers on various methods of conserving water.

Remember, in a drought watch, we should all be seeking to reduce water use by about 5 percent through voluntary conservation measures.

Under a gubernatorial emergency proclamation, public water suppliers providing service to 50 or more customer connections with sources or a service area within a designated drought emergency area are required to develop, adopt, and submit a DCP to the Water Use and Planning Section for approval. In addition, should bans on nonessential water use become mandatory, water rationing may be approved, if necessary, by the Commonwealth Drought Coordinator, as an agent of the Pennsylvania Emergency Management Council.  Prudent use of our resources now can help to prevent, or at least delay, the need for emergency measures later.

PennDOT Provides Winter Driving Advice

Montoursville, PA – With the winter weather forecasted for tomorrow, the Pennsylvania Department of Transportation (PennDOT), is urging motorists to avoid unnecessary travel.

For those who need to travel during winter storms, the department reminds motorists to “Know Before You Go” by checking conditions on more than 40,000 roadway miles by visiting www.511PA.com.

PennDOT maintains nearly 40,000 miles of state-administered roadway and 25,400 bridges, which translates to approximately 95,000 snow lane miles. During the winter months, the public can find plow-truck locations and details of when the state-maintained roadways were last treated by selecting the “PennDOT Plow Trucks” in 511PA legend.

Winter Driving Advice
While PennDOT recommends not traveling during winter storms, we provide the following advice to those who need to drive in winter weather.

  • Carry a winter emergency travel kit. (including layers of clothing and blankets)
  • Listen to weather and travel advisories, but if you do not have to travel in bad weather don’t.
  • Keep your gas tank at least half full.
  • Slow down and increase following distance.
  • Avoid sudden stops and starts.
  • Beware of roads that may look wet, but are actually frozen, often referred to as ‘black ice.’
  • Use extra caution on bridges and ramps, where ice can often form without warning.
  • Carry a cellphone.
  • Do not use cruise control while driving on snow-covered roads.
  • State law requires you to turn on your headlights when your wipers are on.
  • Use your low beams in particularly bad weather, especially in cases of heavy or blowing snow.
  • Remove ice and snow from windows, mirrors, and all vehicle lights before you drive and as often as needed.
  • Remove snow and ice from the hood and roof of your vehicle. State law states that if snow or ice from your vehicle strikes a vehicle or a person and causes death or injury, you can be ticketed.
  • Do not park or abandon your vehicle on snow emergency routes.
  • Do not pass or get between trucks plowing in a plow line (several trucks plowing side by side).
  • Make sure someone else knows where you are going and when you expect to arrive in case you run into an emergency and need help, someone will know where to look for you.
  • If you do become stranded, it’s better to stay with your vehicle until help arrives. Run the engine every hour or so, but make sure the tailpipe is clear and keep the downwind window cracked open.
  • Do not drink and drive, and always wear your seat belt.

Snow squalls
Snow squalls are common and could create white out conditions which could virtually eliminate a driver’s visibility. They can also create treacherous travel conditions for drivers where roadways quickly become snow covered and slick.

Motorists always should be alert during the winter season for sudden squalls which can strike with little or no warning.

If motorists do encounter snow squalls while traveling, PennDOT offers this advice:

  • Slow down gradually and drive at a speed that suits conditions.
  • Turn your headlights on.
  • Stay in your lane.
  • Increase your following distance.
  • Stay alert, keep looking as far ahead as possible and be patient.
  • Reduce in-car distractions since your full attention is required.
  • Use defroster and wipers.
  • Turn four-way flashers on.
  • Keep windows and mirrors free of snow and ice.
  • During whiteouts, come to a complete stop only when you can safely get as far off the road as possible or when there is a safe area to do so.
  • Do not stop in the flow of traffic since this could cause a chain-reaction collision.
  • Do not pass a vehicle moving slowly or speed up to get away from a vehicle that is following too closely.

While PennDOT recommends not traveling during winter storms, motorists can check conditions on more than 40,000 roadway miles, including color-coded winter conditions on 2,900 miles, by visiting www.511PA.com.  511PA, which is free and available 24 hours a day, provides traffic delay warnings, weather forecasts, traffic speed information and access to more than 1,000 traffic cameras.

511PA is also available through a smartphone application for iPhone and Android devices, by calling 5-1-1, or by following regional Twitter alerts.

PennDOT reminds motorists to pack an emergency kit for their vehicles. A basic kit should include phone chargers, non-perishable food, water, blanket, small shovel and warm clothes. When preparing an emergency kit, motorists should take into account special needs of passengers such as baby food, pet supplies or medications and pack accordingly.

PennDOT also reminds citizens that downloadable materials, including home and car emergency kit checklists and emergency plan templates, are available at http://www.Ready.PA.gov. Citizens can also find information about getting involved in local emergency response efforts and other volunteer opportunities through the ReadyPA website.

Selinsgrove Borough is announcing the closure of the Recycling facility located at 219 Sassafras Street for today 12/22/22.

The Public Works Crew will be plowing and treating the Borough roads making it impossible to guarantee the safety of residents attempting to recycle.

Residents are reminded that it is against the law to shovel snow onto the streets.  This causes icy conditions for vehicles.

Also, residents have 24 hours after the cessation of the snow storm to have their sidewalks cleared from snow and ice.

2022-2023 Little Norway II – Call for Volunteers

Little Norway II

As the cooler weather is upon us, many local residents start to think about fun afternoons and evenings on the ice at Little Norway II.  The weather plays a very big part in the timing and extent of the season, but there is another major factor in this time-honored tradition…volunteers.  There have been many wonderful volunteers in the past who have kept the little building open for skaters to borrow skates (no charge), keep warm by the fire, and purchase small snacks.

The Parks and Recreation will be looking for volunteers to help with the daily operation of Little Norway II for the 2022-2023 season.  If you would like to help bring smiles and laughter to so many throughout the chill of the winter season, then please contact Lauren Martz, Borough Manager, via email lmartz@selinsgrove.org , letter of interest to help: 1 N. No Leaf Pickup – Friday, November 11th

The Borough Public Works is picking up leaves on the Friday route as much as they can get to on Thursday, November 10th.  Friday, November 11th is a holiday and the Borough Office and Public Works are both closed that day.  Heavy rain is expected throughout Friday, November 10th so please be sure to not rake leaves into the streets as they can clog the storm drains.

The Selinsgrove Borough Civil Service Commission will hold a special meeting on Thursday, November 3, 2022, at 3:00 P.M. in the Keystone Room of the Selinsgrove Borough Building, 1 North High Street, Selinsgrove, Pennsylvania.  The meeting shall be for the purpose of certifying the eligibility list of police officer candidates and to conduct such other business as may be duly brought before the Civil Service Commission.

Selinsgrove Shade Tree Commission Needs Volunteers for November 5th Fall Tree Planting at 10AM

Please be aware that the Shade Tree Commission’s 2022 Fall Tree Planting is scheduled for Saturday, November 5th at 10am. The group will be meeting in the Chestnut Street parking lot (the municipal lot by Inch’s Garage and behind the Kind Café). The Shade Tree Commission is looking for volunteers to assist with planting that day so please let Borough Manager Lauren Martz know via email at lmartz@selinsgrove.org if you can help or simply show up to the parking lot that morning at 10am. Please be sure to bring gloves with you!!! Pizza will be provided to all volunteers assisting with planting that day. Additionally, the Arbor Day proclamation will tentatively be read at the end of the planting (roughly around noon or whenever the trees are finished being planted) and a group photo will need to be taken for our Tree City USA Application. Please share this message with anyone you can think of that may be interested in assisting with the fall tree planting. If you are interested in receiving a free “shade tree” at your home for the next planting in the Spring of 2023 please contact the Borough Manager to be added to the list.

Lobby Access (Union Alley Entrance) to Borough Office Now Open

UPDATE 8/15/2022:

The hallway door from the library/borough lobby access on the Union Alley side is now open for public access to the Borough Office.  This main entrance will be the only public access into the Borough Office.
